New low-emittance optics of the PF ring

New low emittance optics.

Focusing magnets in normal FODO sections were doubled in number and were reinforced. This allows us to reduce the beam emittance by a factor of five compared to the old optics.

(Note that the initial commissioning of the PF ring is carried out with a different beam optics, which is similar to the old optics.)
