Technical practicability (Concreteness of the plan).
Capability of the experimental group (Past records, Ability for long-period operation).
Relevancy to the whole experimental plan (nencessity for the S2 type experiment).

The beam time should be given with priority use.
The progress should be reported at the annual PF Symposium and evaluated by PF-PAC.
Outputs including the publication list, poster presentaion at PF Symposium and User Reports in the PF Activity Report should be summarized on a web site.

Experiment expenses (as the case may be the proposed group share the part or the entire expenses).
Travel expenses (only for domestic users).
